Senior Project Manager – Queensland Critical Communications Modernisation (QCCM)
  • Critical Communications Connectivity Project for QLD Government
  • Initial contract until June 30 2026 2 x 12 month optional extensions

This Agency is a large Queensland Government agency focused on improving customer services to Queenslanders, supporting small and family business owners, and providing better government services and support. We ensure customer‑focused, effective and accessible engagement with government for Queenslanders, small and family business owners and other government agencies. We drive the Queensland Government’s priorities in customer service delivery, digital technology, and data that enables a transparent and efficient government.
 
The team & program
The Strategic Sourcing & Delivery team leads the delivery of digital economy programs for Queensland communities, and initiatives which help boost digital capabilities and digital career pathways across Queensland Government. As a key member of the team, you will provide project management and leadership services to ensure delivery by teams from across the agency.
The Queensland Critical Communications Modernisation (QCCM) Project is responsible for delivering a whole‑of‑government, state‑wide communications solution that enhances public safety and service delivery across Queensland. As part of this program, the QCCM Project leads and coordinates Queensland’s participation in the national Public Safety Mobile Broadband (PSMB) program, which will provide critical communications connectivity for Public Safety Agency personnel throughout Australia.
 
Key responsibilities
As the Senior Project Manager, you will:
  • Lead delivery of the project scope by directing a multi‑disciplinary project team, ensuring successful integration of activities within agreed timeframes, budget and quality standards.
  • Develop an agreed scope of work and monitor, manage and control project activities in accordance with plans, taking appropriate corrective actions to deliver on time and on budget.
  • Develop and manage project budgets, schedules and risks to agreed tolerances, identifying deviations early and escalating when required.
  • Provide expert project advice; develop and present recommendations to stakeholders on emerging delivery issues.
  • Prepare and coordinate inputs to presentations, briefings, reports and dashboards to aid governance bodies and senior executives to assess risks, plan for operational readiness and performance.
  • Build and maintain stakeholder partnerships through effective communication, negotiation and issues management to ensure continued engagement.
  • Lead a project team (which may include Business Analysts, Subject Matter Experts, change managers or advisors) to deliver within scope, time and budget—promoting an effective working culture by capturing and sharing knowledge and supporting common expectations for information management.
 
About you (capabilities & experience)
To thrive in this role, you will demonstrate:
  • Proven experience with project management delivery, methodologies, principles, governance and reporting.
  • Qualifications or strong practical experience applying PRINCE2 methodology in a Microsoft Suite environment.
  • Well‑developed interpersonal and written skills to produce and deliver Plans, workshops, forums, presentations, project board reports, briefings and submissions to stakeholders.
  • Ability to exercise sound business acumen in corporate governance when executing project activities and monitoring performance.
  • High‑level ability to lead the development of complex business and ICT solutions, ensuring consistency with specified requirements agreed with external and internal customers, and synergy between functional, service quality and operational management requirements.
  • Demonstrated personal drive, public service professionalism and probity when embracing and dealing with new challenges.
  • Demonstrated capability in supporting business change, including planning for implementation and coordinating with change specialists to ensure smooth adoption of new initiatives.
  • Highly developed stakeholder engagement and communication skills, with the ability to influence and negotiate beneficial outcomes.
  • The leadership capabilities of a Program Leader as outlined in the Leadership competencies for Queensland.
  • Relevant project management qualifications is understood
  • Experience: Extensive knowledge and experience in developing ICT and/or business solutions and the design, costing, quotation, implementation and continual improvement of those solutions.
  • Demonstrated government sector delivery experience.
