We are seeking an experienced Senior Business Analyst to support a major organisation redesign project within one of Government clients. This is not a technical or ICT-focused BA role. Instead, we are looking for a strong Business Analyst with proven experience in organisational change, process design, and structural transformation.

This position will sit within the CPED Group Executive Office and play a critical role in supporting the delivery of the Machinery of Council Changes (MOCC). You will work collaboratively across multiple business areas to analyse current organisational structures, design future‑state models, and support the transition planning required for successful implementation.

Key Responsibilities
• Conduct As‑Is analysis across structures, FTE, budgets, service catalogues, and business processes
• Develop To‑Be organisational designs, future-state processes, and recommendations for improvement
• Identify issues, develop solution options, and support operational level agreements
• Map current and future workflows using BPMN and industry-standard tools
• Contribute to transition planning, implementation roadmaps, and business cases
• Prepare business requirements for any reporting or system impacts
• Partner with stakeholders across the division to support consultation and change activities

About You
• 5 years’ experience as a Business Analyst, ideally in organisational change or transformation projects
• Strong capability in organisation redesign, workforce modelling, and structural analysis
• Demonstrated BPMN process mapping experience (Visio, ARIS, Blueworks, etc.)
• Proven ability to apply process improvement methodologies to drive efficiency
• Strong analytical skills with the ability to convert business needs into operational requirements
• High proficiency with Excel, PowerPoint, SharePoint and preferably Power BI
• Comfortable working in a fast‑paced, agile environment with multiple stakeholders
